Liberating Structures

Hi! I'm planning an approx-3-hour segment of a leadership retreat, focused on how to address the financial challenge associated with organizational growth (demand for admin services keeps growing, yet we don't want admin budgets to grow at the same pace as overall organizational growth). I believe the desired outcome of the mtg is a list of Principles and/or Strategies for addressing the challenge.
I'm thinking of some possible LS: TRIZ, MinSpecs Wicked Questions,1-2-4-All.
What have you seen work well for such a meeting? Any recommendations would be greatly appreciated! Or if there's a better place than here on the website for me to ask for help, please point me to it. Thanks!!
